of california, and the city and county of san francisco, this past couple of years in the sonoma county as well and going back and representing the west tip as well. and i want to continue to make sure that we have a strong government, strong and effective state government. and i have talked about the governor nans issue, making sure that we let the majority rule so that we don't have the kind of stall mates that we find currently where the minority party can block what the majority wants to do and so we can have the democracy. i make the point that we didn't become the 8th or 9th largest economy in the world by chance. we became so because for generations we taxed ourselves appropriately and invested in some of the best public structures this world has ever seen, the best k-12 system, the most accessible and affordable higher education system so that children can pursue the hope and dream of a college degree. we invested in water system and transportation systems that works, parks that drew the best and the brightest from around the world so they could pursue their own here in the golden state

companies and created 450 jobs in the city and making san francisco the solar capitol of california. when people were losing their homes here in san francisco in call, there is plenty of talk and discussion about what to do, we commissioned the first report of its kind to make sure that there were facts behind the dialogue, and because of those facts that came out in our report, looking at foreclosures, finding fraud and finding inappropriate activities that happened by the lenders, action was taken and the home owner's bill of rights and i was proud to be one of the co-sponsors of the piece of legislation in the state. when people talk about fixing education, i first and foremost have that personal experience going into the public schools and going to uc berkeley and seeing my daughter attend a kindergarten every day. and i can tell you that there is no more important issue in our state than education and what we are doing. we need to make sure that it is a priority and it is getting funded and we can't continue to fund higher ed at the same level of that question was being funded and we

jumped dramatically. that is a problem unique to california. let's take a look specifically at san jose. according to aa fuel gauge report -- aaa fuel gauge report a week ago it was $4.16. yesterday was $4.38. and today the average is $4.54. in a week gas prices have jumped $0.38. this all stems from supply problems. the chevron refinery fire in richmond is producing at a reduced capacity a chevron pipeline that moves crude oil from northern california was recently shut down. >> over the last week or so there has been a couple other problems. i think the most serious one was the one at the exxon mobile refinery that seemed to be sort of the straw that broke the camels back. and that is when prices jump took off. >> reporter: analysts say california's gas is at the lowest level in ten years. what doesn't help is the states strict pollution. while prices here in the bay area are high it's even higher in los angeles with some stations have actually passed the $5 mark. a few of the station owners have actually shut down the pumps rather than charging the higher price to break even. reportin

move that's also unprecedented. governor jerry brown has directed the california air reboersz boar resources board to allow the immediate production of the winter blend of gasoline. this should immediately increase the supply of gasoline and in theory lower the prices that you are paying at the pump. we're at the 76 station here in cupertino. this is an extreme. they're charging $5.39 for a regular gallon of gas. you can go elsewhere and find it cheaper, but it's still very expensive. here are the latest numbers from aaa overnight. an average gallon of gas in the bay area is around $4.70. if you were to look at those prices and compare them to a week ago, that's a jump of 46 to 47 cents in just seven days. now, usually california doesn't switch to this winter blend until october 31st. the downside of switching early is the blend is not as friend leto the environment. >> the winter blend of gasoline is a very similar type of gasoline that doesn't have as stringent air pollution requirements. with summer months, a cleaner version is necessary to reduce ozone when possible. winter gas
